cpu upgrade options for my pc?

i want a cpu that usually runs around 4.0GHz

i have an intel pentium n3700

which according to dell is in a socket type FCBGA1170

when i looked that up i got nothing and one person saying it was soldered and i figured id ask here before i completely give up
