Computer Keeps Freezing up with WIN 98

I have a L566CX that keeps freezing up on me every time I'm on the Internet or email (High Speed Cable internet connection). I'm not able to shut down the computer properly (ctl-alt delete) doesn't work and most of the time I have to completely shut off the computer! What could be causing this? Is it high speed cable? Should I re-install win98? There are times when it doesn't freeze up at all!
What to do -what to do?
