All In Wonder 9000 - TV out

I have an ATI (AIW 9000) card and am trying to display my desktop on a TV using
the S-video out. I am running the connection through an RF modulator, so that
I can use convert the cabling over to coaxial. The problem is that, when the picture
does show up on the TV (it is very sporadic), it is very snowy and I have trouble
making out my desktop. I have tried different cables, a new modulator, different
lengths of cable, but all with the same results. Any ideas of what to do would
be appreciated.
