Advanced Tone Control not working

New Dimension 9100 with SB 24 Live sound card.  Have the Dell A45 speakers with the small subwoofer. 

When I click on the speak icon down by the clock in the bottom right hand corner of the screen it pulls up the volume controls.  When I click on the advanced button it brings up the Tone controls for bass and treble.  However they are grayed out and I'm unable to use them.  Is there a fix for this?
