accessing bios

I have XP home and sp2.  I want to boot up from a bootable CD.  I tried to access the bios to see if the CD drive is set bootable.  I started the computer and looked for the DELL screen my manual says to access on but do not get one.  So I tried F2 at different times during the startup but never could enter the bios startup.  Tried with a bootable floopy but no luck either, any suggestions to get to the bios set up program?

It would be quite helpful to know which model computer you have.  In most cases as soon as you see the lights on the keyboard light up, that's when you hit the F2 key.  If you have a USB keyboard, you might want to try plugging the keyboard into a different USB port or using a PS/2 keyboard, but again, knowing which model computer you have would be helpful if I were to attempt to offer further suggestions.
