Stuck in Win10 Desktop Mode

After the September 2017 security update, my laptop is stuck in desktop mode. Settings indicates that it should be in Desktop mode.  The little nearly-invisible link to the Action Center on the right side of the task bar does not let me start the Action Center, either.  I'm running out of places to look for a solution.  Suggestions would be appreciated.  Thanks!
