a few Questions.
1. do you have the latest BIOS Version installed?
2. what happens if you open BIOS Settings? does it have similar Issues?
3. does it look the same if you Boot in Save Mode?
4. have you tried to re-install all GPU Drivers?
looks like my old Gigabyte GTX 980 G1. it did the same. BIOS Update for the GPU fixed it.

I belive i have. I installed the latest drivers i could find. Right now i reinstalled windows 10 and is better. I belive the amd driver is not well optimised, because i fave some other issues. For example it chrashes when i try to restart the computer. But if i close it normally is fine, but the start up is a bit slow. And yes, it looked the same in safemode. But i didn't try in bios. But i will try to do something in bios. Thanks

Low voltages on the 12v rails can produce some odd but well documented effects such as pink snow artifacts. Overheating GPU can cause the same thing.
Nvidia tends to show this all over whereas ATI makes swirling triangles.

Did your color depth get lowered and that is just dithering?

New versions of the software may install but they wont recognize any older cards.
Legacy status for the drivers means you are using the VGA generic drivers.

well being an amd card.. its prolly card failure.. they were bad for failing fast.. I know my 7970M's did on my m18x R2 .
when was last time fans/heatsinks were cleaned out?
have your tried on a external screen?
have you tried OCCT power supply test..(this will run cpu and video ) or GPU Test on its own .
anything you tried recently not mentioned?

It means you cant upgrade OS or drivers to whatever is last weeks release indefinitely. It also means that parts fail like the GPU fan and the heatsinks get clogged with vicious dust bunnies.
