Dell Digital Delivery - Cannot connect to internet

I need help please. I bought my laptop back in 2015, lately windows 10 is acting up. So I decided to do a recovery.

However, when I tried to reinstall softwares through #@Dell Digital Delivery, it give me an error cannot connect to the internet. I have gone through many topics through google/dell page. Non of them had help me get past this issue.

I appreciate any tips.
