Hi optimus0.
is it a new Laptop?
make sure you have the latest BIOS and Drivers Versions installed. you can download the Stuff here:
Support for Alienware 17 R4 | Drivers & downloads | Dell US
also download and install the latest Graphics Card Drivers. download the Drivers from Nvidia / Intel Websites.
come back and post again if the Problem still persists after you updated your System BIOS and Software.

try following:
a) Disable Eye Tracking and kill all Tobii Eye Tracking related Processes. try again.
b) open Audio Devices and Disable all Recording Devices (Microfones). then try again.
what other Games have you tried so far? could be just a Game Bug. COD 2 is an old Game and is not really optimized for newer OS Versions. maybe try to run older Games in Compatibility Mode. Right Click > Properties > Compatibility > pick an older Windows Version.
if this doesn't help, then i need more Info, so check your Reliability History. open Start Menu and type "Reliability". choose Show Reliability History from the Result List. can you see any Errors? if yes, what are they?

tried a) and b) no change
Compatibility) only makes things way worst, Medal of Honor, Farcry and Return to castle wolfenstein all games do the same, but only on w10 they are all old games and all OpenGL i think (don't know about farcry)
all my lan party with w10 have the same problem (i also have diagonal tearing) other laptops are not alienware so i guess is a problem with w10
Reliability) its all ok there only the random crashes of my dx7/6 games...........
just more and more reasons to go back to my beloved w7

you are right. looks like Compatibility Issue to me as well. i still think the Drivers (Nvidia GPU / Intel GPU / Realtek Audio) making Troubles. if you have Time, try different ones.
all Games you've listed have DX 8 - 11 Support. maybe you are missing some Components or Patches? the oldest Game i installed on Win 10 Creators was X2 The Thread and i needed to download some Stuff like older Framework / DX Versions and Game Patches. and even then some Graphics Options didn't work properly. i think you know where this is going.

1. it does is preferable use tools like dgVoodoo2 or unofficial patches than compatibility mode
2. not officially but work fine on w7
3. sadly no
i have a lot of games on steam and most old and they not work correctly since y change OS and laptop
4. not officially but i have a 6th gen i7 that still has support for w7, nvidia to.... so that covers the most important part.

I have all official and unofficial patches try different drivers no luck, but i try an old amd 7970 and everything is right even other older games work.... so i guess is a nvidia driver problem......

1. It shouldn't
2. Those are some good games, but are they even Windows-7 compatible?
3. DX6, DX7 ? Seriously? Are you trolling us?
4. More talk of going backwards. I'm not sure there are even Windows-7 compatible drivers for all devices in a
Alienware-17_R4.

is Nvidia Optimus activated on your Laptop? if yes, try to switch the Graphics Cards. right click on the Game EXE and choose a different Processor.

yes with intel hd works fine but very low fps, way to much graphics mods (i try with and with no mods, obviously) and also use rashade on most of my old games (i try with and without it, obviously)

so it's the Nvidia GPU / Driver that makes Problems. we are running in Circles here.
use Display Driver Uninstaller and remove all GPU Drivers including Intel Drivers. then install them again. Intel first, Nvidia second. try both, older Versions from the Dell Website and the latest ones.
also, Stutter could be caused by too high GPU Temps. watch the Temperatures of the GTX 1070. open Support & Assist and run some Stress Tests

You talk of dgVooDoo2 and un-Official patches being installed. Well, then those might prevent Windows-10 Compatibility Mode from working as intended. Not sure because I've never used them or gone to such extremes.
I have had pretty good luck installing and running my old games from Steam. It seems that during initial install, they install any missing but required Direct-X pieces. All games seem to be at least Windows-7 Compatible (and therefore Windows-10 Compatible).
An example of the oldest games that I've personally seen running on Windows-10 so far are:
Half-Life 2
Star Wars: Knights of the Old Republic II: The Sith Lords
Serious Sam (Classic)
BioShock
Crysis
F.E.A.R.
Fallout 3
FarCry 2
S.T.A.L.K.E.R.: Shadow of Chernobyl
