XPS 13-9380 DE, TB16, USB broken, BIOS 1.4.0
The latest firmware update to 1.4.0 has broken USB input devices plugged into the TB16 dock: devices are detected (as reported by journalctl), but keyboards and mice inputs do not register (as reported by xev).
If the laptop boots connected to the dock, then USB devices are detected and work. However, if the dock is unplugged and replugged, devices are detected but inputs do not register.
These issues did not occur in firmware 1.3.2.
fwupdmgr does not report new updates are available.

The USB ports on the XPS 13 9380 seem to have serious problems. Only one of mine worked when I got the machine a few weeks ago. Running the BIOS update to 1.4.0 temporarily fixed the problem, but then it reappeared (although, strangely, although only a single port continued working, it was a different port from the one that worked originally).
I re-ran the BIOS installer - all ports stopped working. I re-ran it again. Now all are working. I don't have much faith that they will continue to do so,
Dell support have offered/threatened to swap the motherboard but I'm pretty resistant to that because they don't appear to have a clue, and I have no faith that a hardware change will fix what seems much more likely to be a driver problem.
I'm running WIndows 10, not Linux, so this may not be very helpful. But if I were you I would try re-installing the BIOS a few times. It *shouldn't* work, but it might do. I did also mess with the BIOS settings relating to USB and Thunderbolt, but there was nothing obviously wrong.

This is still broken as of BIOS 1.6.0.

Thunderbolt security is likely the issue.
