Video issues with the Dell 13-5368 Intel Skylake GT2 [HD Graphics 520]
I'm running LMDE 7 (gigi) on a Dell 13-5368. Just one issue with the laptop's video. When ever I playback *.mp4 and or *.m4v videos through either VLC or Celluloid, I notice unexpected quick flashes (like dropped frames). Very annoying to say the least. I've been using Gemini AI for research to find a solution and it has been long and difficult. Here is a list of things I have done which I think has cleared up the problem, but I still have my doubts.
1. kernel option added:
GRUB_CMDLINE_LINUX_DEFAULT="quiet i915.enable_psr=0 i915.enable_fbc=0"
2. /etc/environment:
LIBVA_DRIVER_NAME=i965
3. reverted back to LMDE 7s original kernel:
6.1.0-12-amd64
4. Configured VLC and Celluloid to not use direct rending and use decoding method vaapi-copy
If anyone has experienced this situation on this specific system please respond if you have a absolute working resolution.

This request was a hard one. No worries. I found what appears to be the solution in the Ubuntu community. I applied additional grub boot options. Here they are.
GRUB_CMDLINE_LINUX_DEFAULT="quiet i915.enable_psr=0 i915.enable_fbc=0 i915.enable_dc=0 intel_idle.max_cstate=2"

After further review, I ended up flipping my LMDE 7 desktop from Cinnamon to XFCE. I concluded that the Muffin window manager was the bear. Doesn't make any sense, but after the switch, the VLC playback was as smooth as a baby's behind. The XFCE Xfwm4 windows manager just worked better. Well, I wish I could back two weeks of my life over this back and forth. Just the world of Linux I guess.
