U2720Q, Linux, flickering
Just got a brand new U2720Q. There are no Linux provided drivers on the U2720Q drivers page.
On brightness 0 to 30, the screen has visible flickering (increase/decrease of brightness). It happens at random, even when the screen content is not changing. I'm using DisplayPort cable and I'm connected to a RTX 3090 GPU, Nvidia drivers, on a PC. Any idea why this is happening and how to make it stop? This did not exist on U2719DC, and I mostly use the monitor at 0 brightness. I'll try switching to an HDMI cable.

Do you have the USB-C port on the U2720Q set to "high resolution prioritization" and NOT "high peed data"?
It reads like you PC is not providing the needed USB-C bandwidth to support the needs of the monitor. If you are set to high resolution prioritization within the monitor, it configures the USB-C interface to prioritize all (4) USB-C data lanes to the video, which makes 4K 60Hz possible. This is done by effectively turning the USB-C comm capabilities into a DP1.2 interface. The concession you make is you loose full USB3x capabilities since the ports are not designed or operating like a DP1.4 interface, which still uses only the data (4) lanes, but with 75% more bandwidth to support up to (1 or 2) 4K up to 60Hz monitor, or (2) 1080P up to 120Hz monitors], and USB3x at the same time.
If you have a devoted DP or HDMI port on the PC, you can try those for video and use your USB3x-A connector for the high speed data. If you want everything to go through the USB-C interface, your only real option may be an externally powered docking hub that has all the needed ports embedded.
