Is the new XPS 13 with Gen 11 i7 processor available in Bulgaria?

I've never purchased anything from Dell in the EU, so I don't know what the best way is to deliver one of the Linux Developer Edition laptops to Bulgaria (I am based in the US). Can it be purchased online from Bulgaria? Or is the only way to purchase it in the US and then ship it overseas? It would be nice to get an extended warranty for it.
