Is it possible to upgrade the RAM on a Latitude 5490?

Processor Intel(R) Core(TM) i5-8350U CPU @ 1.70GHz   1.90 GHz
Installed RAM 8.00 GB (7.83 GB usable)

max RAM for your 5490 is 64 GB

2 x 32 GB
3200MHz | Unbuffered | 1,2V

All our 5590/5490 are running perfectly with 64 GB
