Hi dear

I have a Dell Latitude 5420 laptop.

I have a question is it normal for laptop if it was already off when I connect the charging cable then the startup immediately without pressing the power button?

Thank you very much.

There could be a point in the BIOS, is called AC Behavior. If this is activated, it would explain this.
You should see if it (F2 at start to open bios) is really activated and in your case if it is not desired, must be deactivated.

I have searched the bios settings and turned off a number of options about the power button but the computer still boots up after connecting the charging cable.

Not the power button options. AC Behavior wasn't there?
Sometimes it is a little hidden. It might be different name with newer BIOS versions
