PCs not rebooting with Dell WD19 dock - frequent disconnections

Hello all,

For the past couple months I've been seeing a new issue spring up involving different users & brands of laptop PCs (including Dell Latitude models) that use the Dell WD19 model of dock.

Whenever a PC is rebooted in Windows with this dock connected, they see their external monitors go blank, network connection drops, and if laptop lid is opened, the screen is also blank. We're forced to power down the PC manually with dock disconnected in order to log back on to Windows properly again.

Also, throughout the day some external monitors connected to the dock frequently lose their connection.
