No boot up with my Dell 7290

Hello community 

I own a Dell 7290 which now has recently developed malfunctions, like it does not turn on its screen but blinks orange & white lights. What could be causing this ? It usually does this if I handle it under its base cover....could it be a sensitive component under it or what, please help me out.
