Lattitude 7440 will not power on

I have a lattitude 7440 that will not power on.  When i connect the power cord to the laptop the LED does not light up on the power cord where i plug it in to the c=port on the laptop.   I checked on other laptops and it does lite up when plugged into another dell or even an HP so I have confirmed the charger is functioning.  Pressing the power button does nothing either while plugged in or when its unplugged. 

1 -Disconnected the charger and the internal battery and held the power button down for 60 seconds. 

2 - with the battery still disconnected I plugged the power cord in to the laptop and:

      A- LED Lights on the charger still do not lite up.

      B- Laptop will not power up.

Next

1- Held down the power button, again for 60 seconds.  No LEDs lit up.

2- connected the Battery, then plugged in the charging  cable.  Again, LED does not lite up on the cord.  Checked both C-ports as well on the laptop. 

3- Pressed the Power button and again nothing comes on.  

I am at a loss at this point on what can be done next.  I have tried all of the trouble shooting guides and the power cord LED never comes on.  Switching to another cable has not worked.  

Any help would be appreciated.

Thank you for your troubleshooting steps.  See the outcome below.

1 - On laptops, the indicator that power is reaching the computer can be a lit LED power button. Alternatively, it may be an LED located in the upper part of the keyboard or along the front edge of the computer itself.

Result:  I have plugged in the laptop to a power supply that works on every other laptop in the office.  I get no LEDs on the power supply itself or on the laptop.  Pressing the power button does not get any response.  I have also tried a secondary dell power adaptor and get the same results.

Proceeded to try the remaining steps:   

  1. Ensure that the battery is fully charged. - COMPLETED

  2. Remove the battery and disconnect the AC Adapter; Hold the power button down for 15 - 20 seconds to discharge the Static Electricity. - COMPLETED

  3. Reseat the battery on the laptop and power it on. - COMPLETED, Laptop DOES NOT POWER ON

  4. Remove the Battery from the Laptop and power it on using only the AC Adapter. - COMPLETED, Laptop DOES NOT POWER ON

  5. Ensure that the Power LED on the AC Adapter is lit. This ensures the functionality of the AC Adapter, also try another working AC Adapter if available  - COMPLETED  AC Adaptor LED DOES NOT turn on when connected to the laptop I am having the issue with.  It does work with any other laptop in the office, Light comes on when connected and laptops will charge as expected on any other laptop.    Pressing the power button DOES NOT turn on the laptop.

If the LED on the AC adapter DC plug doesn't turn on when you plug it in while it is disconnected from the system, you have a dead AC adapter.  If it does, but goes out on connection to the system, there is an internal short circuit in the system that will (and is confirmed by the other troubleshooting) require a replacement system board.
