lattitude 5500 bios not seeing usb

I have wiped a 5500 and am trying to install from windows on a usb stick that i have tested on other computers before and is bootable, but i cannot figure out how to get the bios to dectect it and boot from it

Press F12 a few times at powerup at powerup and the boot menu should have the drive in the list.  If you don't see the drive, the system doesn't see it as bootable.  What OS is on it and how was it prepared?

@ejn63​ its windows 10 and i have tested the usb on desktops and it works

Were the desktops set to UEFI, and did they in fact boot in UEFI mode from the flash drive?

Was the drive prepared with the MS Media Creation tool or some other way?

The drive will only appear in the boot list if it's UEFI-compliant.  If it's not you'll never see it.

Have you tried more than one USB port on the system?

In UEFI mode, or legacy?  And is the 5500 in UEFI or legacy?

What about when you successfully booted the drive in the 5490?  And the answer to the question as to how the flash drive was prepared is also needed.

If you're 100% certain the drive IS UEFI compliant and was made with the MS Media Creation Tool, and it works in UEFI mode on another system, then there is almost certainly a problem with the 5500 that will require a replacement mainboard to correct, particularly if no USB ports work.  You might also try a new flash drive and a new MS Media Creation tool run on it before going that route.
