Latitude 5490 touchpad windows issue

This exact post has come up before. I have multiple 5490's but this one has a touchpad problem. this is deeper than the standard answers and recommend solutions.

I have tried everything. the touchpad works in the bios and before I log into windows. 

It will work in windows if I uninstall the dell alps alpine driver but as soon as anything updates or reboots, I lose the touchpad.

This happens on 10 or 11.  I know I can block windows update for this specific item but this has to be a driver issue, deeper than the touchpad driver.

This is the original touchpad and again works perfectly outside of windows or using the windows driver.
