Latitude 5450 won't charge from power bank

I often work without access to an AC outlet. For this reason I have a 90Wh power bank. This power bank has a usb C outlet capable of outputting 100W of power at 20V. I also have a 100W usb C cable. This setup worked great for my last Dell Latitude machine, albeit with a "slow charging" warning. However, it does not charge my current machine at all. When I try, I get a message from windows saying that my battery is not charging and that I need to use the provided charger. Is there any way I can charge my laptop from a DC power source?

Will the battery charge with the system powered off?  Some systems require negotiating a charge current with the power supply -- if the DC bank you have doesn't negotiate with the ECU on the mainboard the charge circuit may not allow charging.

@ejn63​ The laptop does charge if I plug in the powerbank while the laptop is turned off, and it continues to charge after powering on. It's not ideal that I need to shut off my computer to plug it into a charger, but this is an acceptable workaround for me
