Latitude 3390 All-In-One bios update to 1.35.1

I have tried al three ways to update the bios to this machine due to security advisories.  The machine is stuck on 1.26, and needs to upgrade to 1.35.1.  I have tried the Dell Command Center, where it looks like it does the update, but then nothing happens during the boot and version is the same.  I have tried the windows executable with the same result, and also the flash bios method by using a usb stick and pressing F12 during the boot.  In all cases, it shows the old version and new version of the bios, and says it will upgrade, and gives no error message, just doesn't upgrade.
