Disconnect the power adapter and all external devices. Remove or disconnect the battery from the mainboard. Hold the power button for 30 sec.
Remove and reinstall the memory module(s) and the hard drive or SSD.
Reassemble and try powering up again. If further assistance is required, post the results and the full system model (Latitude E5430, 7430, etc.).
