I have a latitude 5400 am trying to boot up but it has refused to. The power button and caps lock lights light for seconds and turn off . And sometimes when I touch on the vent of the SSD is hot . What could be the issue

Moved to the Latitude notebook forum (you posted in the Inspiron desktop forum).
Start with a reset -- unplug the system, remove the base cover and disconnect the battery from the mainboard. Hold the power button for 30 sec. Remove and reinstall the memory module(s) and SSD. While you're inside, it might be a good idea to do a thorough cleaning and replace the thermal pads.
Reassemble and see if the system will power up.
