Hardware issues
My Dell Latitude 5450 is making fan noise Very much when switched to ultra performance in Dell Optimizer , What to do then ?? And switching to different modes decreases its performance so i have to always switch it to ulta performance,And My Camera And Microphone Isn’t Working ,Cameras Option in device Manager is Not showing and when i open the camera application it gives error code (0xa00f4244)

Is the shutter (a manual slide in front of the lens) open?
As for ultra performance, you can have that and noise, or slower performance and more tolerable noise. You can't have both quiet and ultra performance -- the system doesn't have the cooling capacity for that.

@ejn63 yes the shutter is open,then also my inbuilt camera and mic not working

Share the private Service Tag with them so that they can verify the ownership and warranty status. This will also generate a unique Technical Support case for your unique Service Tag. Please see this article for the camera and mic 0xa00f4244 errors. A 5450 may have a MIPI camera so this article may also apply. As to the fan noise, is it grinding, buzzing, clicking, or high pitched? That may be a bad fan bearing in particular. If its just a high fan speed, then that may be a limitation of the ultra performance setting. You can also run a preboot diagnostic to make sure the fan is passing its test.
