With a notebook, unplug the system, disconnect the battery from the mainboard and hold the power button for 30 sec. Remove and reinstall the memory module(s) and the storage drive.
Verify that the LED on the AC adapter comes on before you plug in the notebook end. If it does not, replace the adapter with a new OEM unit.
With the battery disconnected, plug in AC power and see if the system will power up. If it will, then shut down and try with the battery installed. If the system power up, you're set.
if there's no sign of life at all with the battery out and a working adapter attached, replace the mainboard or the system.

Please can you confirm the Make Model and OS, along with any configuration details like touch screen, backlit keyboard, SFF or tower etc etc.
