Dell 7400 2 in1 Lag issues

I am using dell 7400 2 in 1 Latitude, 16 GB Ram, intel UHD graphics, 500 GB SSD.
but still my laptop is lagging a lot when I open photoshop or excel.

I updated windows and bios with latest drivers, still the issue is persisting.

Is it generally not as fast everywhere as he should be, or only when they start these two programs ?

The energy settings in Windows are economical or performance adjusted ?

What is the load on the system when it is idle for a longer time (look at the task manager),

there may be something that unnecessarily utilizes the processor ?

nope there are no unnecessary applications running, but still it take to much time to load

Didn't you look after the energy settings?

The differences between this settings can be big with notebooks.

The Latitude in particular is in a economical attitude, just to be as quiet as possible and to achieve a large battery duration very often exaggerated more slowly than they could be.

If the task manager is open, you can observe under the heading performance whether the processor clock is quickly down.
You can also do this when starting a larger application such as Parts of MS Office see whether the clock goes far down or stays upstairs
