The CPU itself cannot be upgraded; you'd need to replace the system board to which the CPU is soldered.
Before going that route, check the price of complete used systems (perhaps a year or two newer than this one, which would gain you a CPU that has Windows 11 support the E7470 does not). It likely won't be much if any more expensive to buy a complete used system than to buy a system board for this model.
