Inspiron 1100 won't boot
The I/O and the battery indicators (left and right sides, not the middle) blink, blink, continuously, nothing else happens. AC or battery or no battery, same situation. Seems like very clear signal, but of what?

Reseat the memory and verify that the LED on the AC adapter is ON before you plug in the notebook end. If it's not, replace the adapter with a new one.
Still nothing? Try without the battery - if it'll boot, the battery is faulty; replace it.
Still nothing? The mainbord is faulty - and at $400+, it's not worth repairing a budget system this old.
