How do I use the web cam?

I recently purchased an Inspiron 1564 which supposedly has a web cam installed.  When I click the icon on the desktop for Web Cam Central and click on the snap photos icon, nothing happens.  There's a message in the window that says "Close the other streaming video application to start video," but as far as I know, there's no other video application open.  Could it be that the driver isn't installed? Thanks,  Cathy
