ATI 1400 - Failed to Initialize

Okay...I have reinstalled Windows XP (SP2) on my Inspiron 6400. I have downloaded the NSS and then the Chipset. Next I downloaded the video driver (ATI 1400). Everything seemed great until I restarted my computer and the application (cli exe) failed to initialize. Why did it fail? Do I go ahead and continue with the other drivers? Do I need to fix this first? How can I fix this?

I have been working on this for quite a while now and I am completely frustrated!
