Updates are under way and restarting screen

I have tried turning on my Dell inspiron 3583 and it is stuck on the screens that go between “Dell logo” , “updates are underway. Please keep computer on.” And “restarting” but nothing happens. It has been doing this for a number of hours now and I have not been able to use my laptop for days. I have tried to restart my computer and reboot it and press the F8 key (all things which were recommend online) but nothing seems to be working. 

Could I get some guidance on this please.
