Unplug the system and disconnect the battery from the mainboard. Hold the power button for 30 sec. Remove and reinstall the memory module(s) and the storage drive.
Reassemble the system and see if it'll power up and POST.
If it won't, remove the storage drive and see if the system will boot to a setup screen. If it will, the drive is bad and will need replacement.
If the system still won't POST thereafter, chances are the mainboard is bad; how much you want to spend on a system that's over 10 years old is something to consider before proceeding.

At least supply the system model (Inspiron N5110, 3501, etc.), operating system installed and any changes or updates made recently.
