Please can you confirm the Make Model and OS, along with any configuration details like touch screen, backlit keyboard, SFF or tower etc etc.
Some generic advice.......
Open Device Manager (right-click Start menu → Device Manager).
Expand Cameras (or Imaging devices).
Right-click your camera device → Update driver → Search automatically.
If no update helps, right-click → Uninstall device, then reboot to reinstall the driver automatically.
Alternatively, switch the driver to the generic USB Video Device driver:
Right-click camera → Update driver → Browse my computer → Let me pick → Select USB Video Device.
Open Settings (Windows + I) → Privacy & security → Camera.
Ensure “Let apps access your camera” is ON.
Also, toggle “Let desktop apps access your camera” ON.
Settings → System → Troubleshoot → Other troubleshooters → Run the Camera troubleshooter.
Settings → Apps → Apps & features → Find Camera → Click Advanced options → Click Reset.
Some antivirus or firewall software may block camera access. Disable them temporarily and check if the camera works.
Restart and enter BIOS/UEFI settings.
Ensure the camera is enabled (some laptops allow disabling the camera at firmware level).
Open Registry Editor (regedit).
regedit
Navigate to:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows Media Foundation\Platform
Right-click Platform → New → DWORD (32-bit) Value → Name it EnableFrameServerMode.
EnableFrameServerMode
Set its value to 0.
Restart your PC.
These steps are supported by Microsoft and Dell official guidance and have resolved the error for many users.
If the problem persists, hardware failure or a faulty camera module might be the cause.
