Dell isn't going to have driver software to support an HP dock. HP might, but there are potential hardware limitations of that system no matter which dock you have. Does the system have USB-C connector, and if it does, is it a USB-C dock?
Without the USB-C/Thunderbolt connector, the notebook isn't going to output video no matter what driver you have unless the dock has displaylink support. The system built with a plastic chassis doesn't have video out support - only the aluminum chassis mode does.
