If your Dell laptop is stuck in a restart loop, try a hard reset by holding the power button for 10-15 seconds to force a shutdown, then restarting. If that doesn't work, you might need to try a more thorough reset, potentially involving removing the battery and/or CMOS battery. 
Here's a more detailed breakdown of troubleshooting steps:
1. Force a Shutdown:
Hold the Power Button:
Press and hold the power button for 10-15 seconds until the laptop completely shuts down.
Restart:
After a few seconds, press the power button again to turn the laptop back on. 
2. Hard Reset (If the above doesn't work):
Remove the Battery (if possible): If your laptop has a removable battery, take it out and then put it back in after a few seconds.
Unplug Power Supply: Disconnect the power adapter from the laptop.
Hold Power Button (Again): Hold the power button down for 15 seconds to clear static electricity.
Reassemble and Power On: Reconnect the power supply and try powering on the laptop.
