Laptop won't boot after putting new ram in
the laptop is a Dell Inspiron 7415 2-in-1 and I can't get it to boot after installing new ram and if I use the old ram it doesn't boot either the keyboard just flashes on and off and the fan spins randomly and I'm not able to get into the BIOS because it doesn't turn on at all and doesn't beep nothing happens just turns on and immediately back off then starts boot looping quickly until it overheats from the fan not spinning fast enough

Unplug the system, disconnect the battery from the mainboard and hold the power button for 30 sec. Install the original RAM and see if it'll boot.
If it still doesn't, did you disconnect the battery from the mainboard before replacing the memory?
