Yes, It is possible for your Inspiron laptop to cap the charge percent by opening Dell power Manager application or better My Dell App to configure your power/battery configuration. My dell app should be preinstalled if not link is provided here My Dell |Microsoft Store and make sure to have latest version of fusion service available to run My dell or it may autoconfigure.
