intermittent blurry and/or flickering text and images

I've had the laptop for about 3 weeks and I've had an intermittent problem with the display. Quite often the text goes blurry to the point where its unreadable (the pics below show it more readable than it is to the eye) When it happens, I sleep the laptop and log back in and it fixes the problem for a little while. If I open a second webpage, window 1 will correct and the new window will be blurry. sometimes its the opposite where the window I've selected corrects and the other goes blurry. sometimes both are blurry and unusable. but the mouse cursor always stays crisp. it doesnt matter if its a game I'm playing or a webpage, it happens. The text also flickers, which i've not captured.

I've tried updated drivers, played with settings and i've downloaded the updates from the dell support site. I'm at my wits end, the laptop is unusable
