Inspiron G3 3579, Windows 11, TPM 2.0 reduced functionality

TPM status is showing Not Ready for use. When I tried Prepare TPM it shows 'reduced functionality'. Tried clearing TPM and have tried all solutions given in the internet. Nothing worked. Latest BIOS, UEFI, Secure boot, GPT. Tried even reinstalling Windows. How to change TPM status to Ready for use?
