First, go HERE. Enter the private Inspiron 5490 Service Tag number to check the warranty status.
Second, run the LCD Built-in Self Test (BIST) shown in the online Inspiron 5490 Service Manual on page 72.

Warranty expired on Feb 2021.
As for the LCD BIST, I have run it. The issue is present during BIST.
