Inspiron 1545, Intel Celeron CPU upgrade?

I have a 14 year old Dell Inspiron 1545 with a Intel Celeron 2.20GHz CPU. I saw on the internet I can change this to a Intel Core 2 Duo T9600 2,8 GHz 2-Kerne 6M 1066MHz SLG9F Processor. Is that true? Also my battery seems to show it is not charging.

See below specs

The other possibility is that the charge circuit is bad  -- meaning the mainboard needs replacement.  With the total value of the system being $20-30, it's recycling bin and replace time.

CPU should work.  Does the system recognize the AC adapter (F2 at powerup to get into Setup to check).  If the adapter is unrecognized, the battery will not charge.

Unknown on the quad core -- it's unlikely the system will recognize it, as these weren't shipped in this model.

If the adapter is recognized, the battery is probably the faulty part.
