You can either open a repair ticket with Dell (which will involve a cost for a repair estimate) or take the system to a local repair shop. No one can provide a cost estimate without evaluating the system. If it's just the hinge mounts, the repair should be $100-150. If you also need a display panel, that will add another $50+ to the cost, depending on the screen type.
