How do I buy a laptop while in the U.S. for a friend who lives in the Philippines?
I live in the United States, but I’m trying to purchase a laptop for a friend who lives in the Philippines. I’ve spoken with somebody at Del on four different occasions, and none of them are able to help me. They give me phone numbers that don’t work.

You cannot have a U.S. order shipped out of country. If you wish the system to come direct from Dell, purchase in the Philippines.
Otherwise, be sure you understand that international warranty transfer requires the purchase of onsite service (at extra cost) and requires that the system model be one that Dell Philippines offers for sale in that country. Otherwise, your friend will have a no-warranty system.
