It requires some system disassembly.  If you've never done the work before, find a reputable local repair shop -- it should be no more than what an hour's labor costs wherever you're located.

Go HERE and insert the private Service Tag number to check the warranty status.

* Plug the provided AC power adapter into the Laptop
* Restart the Laptop and tap F2 to enter BIOS setup
* Does the fan run constantly while in the BIOS?

If the system has never had internal maintenance -- and internal cleaning (not just an external run of a duster) and replacement of the thermal pads, it's long overdue for that.

This system is 4+ years old and likely needs maintenance.

@DELL-ChrisM2​ My warranty expired a couple years ago. I just checked in BIOS and the fan was running there.

Well, according to your description, it looks like a thermal sensor or power profile issue. Have you tried setting thermal management to Quiet or Cool mode to manually limit fan aggression.

As already suggested call around for an affordable estimate. Someone who guarantees their work. Preferably a Dell-qualified store.
