Fan just spinning but screen not turning on

I'm using Dell, inspiron 15 3000, the laptop turns on ofcourse but after trying it for several hours and when it's off it takes long to turn on.

I have tried unplugging the AC adapter as well as removing the battery but the fun is still running and the screen is black.

Sometimes when it's on comes a blue screen saying I have to complete diagnosing
