dGPU has error 43!!!

My dell G15 5520 has been showing a code 43 for the 3070ti making it unusable. 

I have booted it in Linux and safe mode and was able to install drivers and use it successfully for graphics, as well as run numerous diagnostic tests, so I’ve ruled out a hard ware problem I believe. 

In device manager I see: Device PCI\VEN_10DE&DEV_24E0&SUBSYS_0B561028&REV_A1\4&313c13e3&0&0008
requires further installation.

this is there even when it is the default basic graphic you get when you uninstall the device.

As far as soft and firm ware goes, there are 3 things that seem concerning.

I’ve tried to flash the VBIOS that dell provides for the laptop, and when I run it it finishes almost immediately, and gpuZ doesn’t show a bios for the gpu.

The other is that I don’t have a wudfsvc.dll and as a result don’t have windows driver foundation, and this also comes with the following error: The driver \Driver\WUDFRd failed to load for the device 
PCI\VEN_8086&DEV_XXXX&SUBSYS_XXXXXXXX&REV_XX\3&XXXXXXXX&0&XX.

My version of windows is too updated (24H2 26100.4349) and so any online wudfsvc.dll files are useless, and I’ve tried extracting it from iso but those versions are also outdated from version 10, and I have no other laptops to take it from. I even tried manually creating the file in reg edit and it kind of worked but windows driver foundation was stuck starting and would never actually start.

the last thing is I cannot access the one time boot menu. I can access the bios settings, but any time I try to access the one time menu/UEFI firmware settings the dell logo appears and it feeezes on just that nothing else for ever and I have to shut down or restart to get out of it. Even installing bios causes that so I had to update it using the advanced recovery bios. I’ve tried advanced start up and the f keys.

As far as solutions go I have tried, numerous times:

disbanding secure boot

enabling Com local permissions as they were showing errors. 
disbanding fast boot

disabling turn off hard disk after 

updating and flashing the bios (it is up to date)

uninstalling and reinstalling using ddu and just the software.

Power reset including removing the battery and draining residual power.

I have reinstalled, reset, repaired etc windows 7 times. It has never helped.

I’ve tried using older drivers but never found one that worked. If someone has a specific version that might that would be nice.

I have used support assist and windows update and am completely sure I am absolutely up to date on everything. 

ive tried disabling and uninstalling the intel iris XE.

I’ve using command prompt to run hard ware diagnostics and look for files that im missing, and the vbios oem is always missing. 

I’ve used scf scan and dsim many times as well along with almost every other command to repair or search for corrupted files.

and probably more I am forgetting.

please is there anything anyone knows about what I can do, or any later versions I can download to fix some of the errors?
