Dell USB 3.0 Ultra HD 4 K
I have a Dell Inspiron 15 3530 Touchscreen Laptop.
Will the Dell USB 3.0 Ultra HD 4 K docking station.
Have 11 Pro installed on the computer.

There are multiple versions of that notebook.
The lower-line models have a plastic chassis and no provision for video out over USB. Within limits, this dock should work with those models (don't expect to drive a high resolution external monitor though).
The aluminum chassis model that has the discrete GPU option does have a USB C output for video. While the dock should work with those, you can also use a USB-C docking station with them.
