If it's brand new and won't turn on, return it for a refund or exchange.

You are under return and replacement policy. Instead of trying to fix it which may cause more harm and void warrenty/replacement if you did something wrong, it's better to contact seller and return it. If purchased online then open return window by going to my orders. Contact customer care of online shopping site if you have any trouble in opening return window.
