Dell Inspiron 5379 bios settings disabled

I am facing a problem with my Dell Inspiron 5379 after some maintenance like thermal paste and CMOS battery replacement , some cleaning etc. The problem is the bios. The bios settings are disabled so I can’t edit the boot options to add my ssd efi partition. There was no admin or system password. Whenever I try to reflash the bios using ctrl+esc, the system asks for the selection like restore default and recover bios . When I select recover bios the system reboots and nothing happens.no flashing etc . The system starts supportAssist diagnostic environment and starts testing hardware. When the hardware check is completed and ever appears to be functioning, An error is thrown stating that there’s no bootable device due to corrupted os or its not enabled in bios…. I tried the f12 key also but same situation , whenever I change the boot mode from f12 menu the system restarts in the same previous settings. It doesn’t change anything….The laptop doesn’t even recognize boot partition from bootable flash drive…tried bios flash update  but same results as bios recovery protocol.….Need help resolving the issue.

Update: So i fixed my laptop by reprogramming the bios chip. The bios was bricked for some reason.

Is the system booting in EFI mode or in legacy mode (latter, CSM/Legacy ON)?

The legacy option is not active but it is selectable so when i select and apply it and reboot. The setting is reverted back to Uefi. And uefi doesn't save the .efi option selected from the file system. When I turn the laptop off and again power it up normally it would launch supportAssist diagnostics.it tests memory and hard drive. And then shows an error of no bootable device and an option at the bottom right corner of screen to "shutdown" the laptop. The laptop doesn't read boot from any flashdrive either. Same for the bios flash update and emergency bios recovery (ctrl+esc) I select the rcv file and click flash the system reboots with out flashing anything 

Update: I switched the internal uefi ssd to a hp laptop and it booted just fine. The problem lies within the dell’s bios. I think the bios chip needs to be reprogrammed externally but I want to keep that option for the worst case scenario. If there’s some additional way to reset the bios within the laptop. Please let me know. I have been servicing computers for the past 10 years or more but TBH this kind of problem never happened. I have a protocol that I follow for servicing computers…first I remove the battery then RTC battery then drain the power by pressing power button and leave the system for like 30 minutes then start maintenance process

It does sound like you have a mainboard fault (or more than one), but it may or may not be firmware related.  And in any event, boards for this system run from $70-120, so a repair (removing the firmware chip, re-flashing and resoldering it) will cost far more than simply replacing the system board with a working one.

@ejn63​ yeah that’s true but if I can get my hands on a clip on chip programmer that doesn’t require the chip to be removed from the board. I maybe able to reprogram the bios. It may cost less than the entire motherboard.
